Is it possible to start an App from the terminal window or from within a script? If so, how is it done?

just like in Mac OS X
-bash-2.05b# open /NextAdmin/Configure.app

Thanks! I know that was a bit of a noob question!!
So I have a second part to this:
Is it possible to start an app from terminal window with options? For example 'open config.app -a' and if so how do I find out what options are available and what they do??
