[rerelease] pico 4.64 (or perhaps 4.10)

This is merely an extraction of `pico` from the existing `pine` package in the pk7sqi archive, for those who want just the editor.

A couple of us wanted `nano`, but the road to build `nano` looks long, and `nano` was mostly meant to be an accurate port/continuation of `pico` anyway.
Put another way: I thought I wanted `nano` but I really wanted `pico`.

To me, it looks like what I (fuzzily) remember `nano` looking like.

Pico refers to itself as 4.10 so I changed the version number above.

Excellent news! Thank you for finding/sharing!
Nano is indeed descended from Pico, and from the screenshot, it looks reasonably familiar. Hopefully my keyboard-shortcut-muscle-memory aligns well. I'll try on my OS white box later this week!

Pico works great -- a lot like Nano!
I noticed you also have older version of glib. That might come in handy too!
